Do Renters Qualify for Heat Pump Rebates in New York? What NYSERDA Says

The Short Answer: Rebates Go to Property Owners, but Renters Benefit

Renters in New York do not directly receive heat pump rebates from NYSERDA or Con Edison. The Clean Heat program incentives are structured as discounts on the installation invoice, which goes to the property owner (landlord, building owner, or condo association) who pays for the equipment and installation. The renter benefits from lower energy bills, better comfort, and cleaner air, but the rebate check does not come to the tenant.

That said, renters are not shut out of the equation. Several pathways exist for tenants who want mini split heating and cooling in their rental apartment.

Option 1: Ask Your Landlord to Install Mini Splits

The most effective approach is to present the upgrade as a property improvement that benefits both parties. Landlords respond to financial arguments:

  • Rebates cover most of the cost. A two-zone mini split installation for one apartment costs $5,500 to $8,000 before rebates. After Con Edison Clean Heat ($2,000-$3,500) and NYSERDA ($1,000-$2,500), the landlord’s out-of-pocket cost drops to $2,000 to $4,000. Present this number, not the gross cost.
  • The improvement increases property value and rent potential. An apartment with ductless heating and cooling commands $100 to $200/month more in rent than the same unit with window ACs and radiators in most NYC neighborhoods.
  • Maintenance costs decrease. Window units break, leak, and need seasonal installation. Mini splits are permanent, low-maintenance, and last 15 to 20 years.
  • Tenant retention improves. Comfortable tenants renew leases. Turnover costs (vacancy, cleaning, repairs, broker fees) easily exceed the net cost of a mini split installation.

Option 2: Install at Your Own Expense (With Landlord Permission)

Some NYC renters pay for their own mini split installation, especially in long-term housing situations where the tenant plans to stay for many years. This requires:

  • Written landlord permission for the installation, including approval for exterior condenser placement and wall penetrations
  • Agreement on ownership and removal. Clarify in writing whether the equipment stays with the apartment when you move out (becoming a fixture) or whether you can remove it (at your expense for patching the wall penetration)
  • Building compliance. In co-ops and condos, the landlord/owner must obtain board approval even if the tenant is paying for the installation

If you pay for the installation as a renter, the federal 25C tax credit is available to you (you claim it on your own tax return as the person who paid for the improvement). The Con Edison and NYSERDA instant rebates are trickier because they are tied to the property owner’s utility account, but some participating contractors can work with the building owner to process the rebate with the renter covering the balance.

Option 3: NYSERDA EmPower+ for Income-Qualifying Households

NYSERDA’s EmPower+ program provides free energy efficiency improvements, including insulation, air sealing, and in some cases heat pump installation, for income-qualifying New York residents. This program is available to renters (with landlord consent) and is based on household income relative to the federal poverty level or area median income.

Eligibility typically requires household income at or below 60% of the state median income, or participation in certain assistance programs (SNAP, HEAP, SSI, or Medicaid). The program covers the full cost of qualifying improvements with no out-of-pocket expense to the household.

Option 4: IRA Home Electrification Rebates (HEAR)

The Inflation Reduction Act’s Home Electrification and Appliance Rebates program, administered by New York State, provides up to $8,000 for heat pump installations in low- and moderate-income households (below 150% of area median income). This program is designed to be accessible to renters with landlord cooperation.

The HEAR program is being rolled out state by state and program details in New York are still being finalized. Check with NYSERDA or your contractor for the latest availability and application process.

What About Portable or Window Heat Pumps?

For renters who cannot get landlord approval for a permanent mini split installation, portable heat pump units and window-mounted heat pumps are emerging alternatives:

  • Window heat pumps (Midea U-shaped, Gradient) install in a window opening like a window AC but provide both heating and cooling. They cost $500 to $1,500 and do not require landlord approval in most cases. Efficiency is lower than a wall-mounted mini split (14 to 16 SEER vs. 20+ SEER) but significantly better than a standard window AC.
  • Portable heat pumps use a hose vented through a window opening. They are the least efficient option but require zero installation and no landlord involvement.

Neither window nor portable heat pumps qualify for the major rebate programs, which require permanently installed equipment meeting cold-climate specifications.

How to Approach Your Landlord

The conversation is more productive when you bring specifics:

  • Present the increased rental value and reduced maintenance costs
  • Offer to coordinate the scheduling and be present for the installation
  • Suggest a rent adjustment that offsets the landlord’s out-of-pocket cost over 2 to 3 years
